Based on assessment it has been evident that the materials currently available in Ghana are of a basic and general textbook nature and lag behind up-to-date developments in law and legal trends internationally. Besides, the existing facilities are far too thinly spread, thus restricting access. There are gaps that are impeding advanced learning and research, rendering the justice system deficient and entailing costly but avoidable pursuit of overseas training and the long lag involved in responding to immediate needs. Hence, a vital function of the institute will be to address these local deficiencies in learning resources and facilities (priority areas being source materials such as: legislation and law reports, serial publications, including law reviews, information CDs, International Law Journals and Publications; also networked and online resources, searchable databases). The institute will be expected to make a significant contribution towards building local capacity and assisting in the development process.
